As per jwboyer's suggestion (see discussion in ticket #966), filing this separately for out-of-band review:
Fedora 19 feature aren't being processed yet and its not even known when they will start getting accepted, apart from "sometime after F18 beta has shipped" which is very much an unknown time and subject to even further slippages. I do not expect any major issues with the new rpm version, but it should be in everybody's best interests to get it into rawhide now for maximum test-coverage.
Let's discuss it on the next meeting as exceptional feature, which must go into rawhide as soon as possible.
