At some point in the not too distant past, FESCo declared that packages cannot go backwards in EVR in rawhide. This was likely due to the fact that it would screw over rawhide users and require manual intervention (among other things).

What didn't happen was that rule getting documented. We need to dig up the meeting it was decreed at, and write up a page documenting the rule and it's reasons.
