#862 Review F17 runtime linker location on armhf

Cross-distro discussion led to a decision to relocate the filesystem path for the runtime dynamic linker on armhf. At the moment it looks like the arm Fedora 17 GA is going to use the old location. This results in runtime incompatibility (a compatibility symlink isn't sufficient since glibc has ideas about rtdl paths), and binaries built in this way will have a non-canonical location and may not work on other armhf distributions.

Now it's not clear to me that this matters a great deal, as long as the messaging is clear. It's also not clear to me that fesco actually has any real mandate to interfere with the decisions made in a secondary architecture. But I think this should probably be discussed.

We plan on landing it in rawhide first and then look at what the impact is to pull it back into F-17. A change of linker really needs a mass rebuild but there's a compatible symlink being put in place so as to mitigate this and ensure a change over
