As a co-maintainer of Ruby and RubyGems packages, I'd like to apply for proven packager rights, because they would enable me to greatly speed up the process of necessary adjustments and rebuilds of packages needed for Ruby 1.9.3, which are proposed as F17 feature.

+1 from me as a FESCo member. Could we make it faster than usual? Ruby SIG have time to the merge (Feb 7), which is really short time for rebuild of all packages and fixing possible bugs.
