I would like to have commit rights to all mingw packages which are currently in Fedora. As group ownership isn't available yet I would like to apply for provenpackager rights instead.
= reason =
I am one of the largest contributors to the Fedora MinGW SIG. My work in the Fedora MinGW SIG consists mostly of core toolchain improvements (like the RPM macros in the mingw32-filesystem package). It happens from time to time that such improvements require rebuilds of other packages, some of which I don't have commit rights to yet.
In the last year I've been working hard on preparing the introduction of the mingw-w64 toolchain to Fedora (along with various other members of the Fedora MinGW SIG). During this preparation various improvements were made to mingw packages which are already in Fedora. These improvements (along with mingw-w64 support) have been published in a testing repository. I haven't been able to merge all improvements back to Fedora because of a lack of commit rights. Right now the introduction of the mingw-w64 toolchain in Fedora is depending on RH Legal (we're still waiting on approval from them, but we hope to still make F-17 as target), but I would like to merge as much of the improvements which were made to the mingw packages as possible back to Fedora. Once the legal issues are lifted we can continue with the introduction of mingw-w64 in Fedora and merge all changes from the testing repository back to Fedora. For this process I need commit and build rights and therefore I'm applying for provenpackager rights.

I was told it's -1:+1, so it's on FESCo.
