According to https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group#Become_a_co-maintainer, I can open a ticket asking to have someone added as a co-maintainer for a package. I'm the python-meh owner, and I'd like vpodzime added as co-maintainer. He's basically going to be doing the majority of the work and is already doing most everything for this package in RHEL.
I have sponsored them into the packager group. They should be able to request acls for the python-meh package.
