#666 On-demand loading of socket activated services?

Currently, the Fedora Packaging Guidelines on systemd say:

"Similar to inetd, using socket activation for on-demand loading will impose a startup time penalty so we currently do not use this feature in Fedora."

While this is true, there are valid use cases for on-demand loading of socket activated services. The question that FPC would like FESCo to answer is this:

Does Fedora want to permit on-demand loading of socket activated services?
