I have recently taken over deluge after it was orphaned (among several other packages recently since the maintainer is missing for a long time) and there has several outstanding bug reports, many of which can be fixed by pushing the latest upstream bug fix release to Fedora 14

mtasaka believes that the split up of packages is not something I should push as an update to Fedora 15 and I think it would be benefit to many users asking for it and there isn't a user experience disruption since "deluge" is a meta package in the update and users who don't care won't notice any real difference (split up packages have been in rawhide and Fedora 15 for a while with no complaints and mtasaka earlier reviewed all the changes for the split) however since there is a disagreement on our view points and the update policy is open to interpretation, I would like to request FESCo to review this and approve the update (or not). Would help set precedent.
