i.e the new packager can submit new packages of their own not just be a co-maintainer as well and if so is the mentor meant to do any "mentoring" for the new packages?
Maybe this process should only result in you being a "co-maintainer" group rather than the "packager" group.
In these case it's academic since I was almost certainly going to sponsor Ken for his new packages very shortly.

yes, once they are sponsored in they are sponsored.
We talked about another group, but that adds a ton of complexity and we decided in the end it wasn't worth it.
Anyone can submit new packages, people sponsored in this way just don't need to have a sponsor review them, any packager can.
Of course any new package review should be done with quality and guidelines in mind. ;)
