At the last FPC Meeting, the FPC discussed whether FESCo ratification should be required. We voted that it should not be requiredd, but we'd institute a rule that any FPC member could request FESCo review.

I'd think that that's already part of the FESCo can choose to have FPC re-evaluate a packaging guidelines at any time "policy". Policy in quotes since I don't know if that's actually written down anywhere but it's something that we've talked about in past FESCo meetings. It falls out of two things: 1) FESCo delegating the authority to make Guidelines to the Packaging Committee and 2) FESCo being the body for arbitrating disputes between contributors.
