Wordpress bundles libraries

I would like to get a decision on how to continue with wordpress. There has been a bug opened (https://bugzilla.redhat.com/show_bug.cgi?id=544720 and https://bugzilla.redhat.com/show_bug.cgi?id=544721), that wordpress bundles libraries.
I had a look at the source and many parts of wordpress seem to be copied from somewhere and modified. Looking at wordpress' bad security record it could be seen as an argument to remove the bundled libraries but as the maintainer of wordpress I want to touch the code as little as possible to easily react on updates. I have not contacted upstream about this problem, but seeing that they sometimes copied code (which was in multiple files) into just one file I doubt that they are interested.
For me it is now important to know if wordpress can stay in the repository as it is or if it has to use the existing libraries for the system. Basically this is a decision if copied PHP code counts as a library.
If it has to be modified I would ask that someone who knows PHP would take it else I will finally do the updates to the new version.
