We split this into three items, since there was contention on the first:
1) ExplicitRequires - rejected, need less enumeration into "non-obvious", and need to insert at an appropriate place in the guidelines. Please resubmit once FPC addresses.
2) Haskell - approved, but some of us think it was unnecessary
3) Symlinks - Approved
