There was one approved draft from the FPC meeting on 09-09-09:

We should clarify that we want the smallest format which can be actually decompressed with utilities in Fedora. If upstream releases a ZIP and a RAR, we want the ZIP, as we can't ship unrar, so we don't have it on the build hosts either. (Yes, it's common sense, but the mathematician in me wants a precise formulation.)

I don't know if it can take care of all versions of rar compressed files, though. And there could be other compression formats that we don't support.

This wouldn't change the meaning or trip over any of the issues brought up in the FPC meeting:

Changed the draft.

That package comes from RPM Fusion Nonfree, you can't use it when building Fedora packages in Koji. (But this is pretty much off topic, there are other formats we don't have a decompressor for for whatever reason. So the changed draft is more precise, thanks.)

As I won't be able to attend the meeting (traveling home from DevConf Brno):
+1 to this guideline, it's definitely sane.
