#1460 Worfkflow/guidelines for bugs requesting change to defaul preset policy

= phenomenon =

Recently, preset policy files moved from systemd package to fedora-release. This was done, because improvement of previous situation was anticipated. However, it seems like there is no workflow around dealing with bugs which request adjustment of preset policy. Hence actual situation is not better by any means.

= background analysis =

As an example of the problem, consider following bug,

I've filled the bug almost a month ago and so far no action was taken in order to resolve it. There is more bugs filled against fedora-release package which are awaiting resolution. Most of them, in my opinion, falls into category of policy decisions.

= implementation recommendation =
Default assignee for bugs against fedora-release is Dennis Gilmore. Nothing against Dennis, but I don't think that work/decision needed to resolve those bugs should be only on his shoulders. I'd like to see Fesco's recommendation on this manner, e.g. more people responsible for fedora-release reviewing pending bugs at least bi-weekly.

Dennis, could we get the default assignee for that one to be the FESCo mailing list (or possibly a smaller list comprised of you and the WG liasons)? That way a larger number of people with the expertise to address such issues will see them.

Unofficially, the Server WG has been (ab)using the fedora-productimg-server component for Server-specific changes like presets.

It was pointed out to me on IRC that I didn't clarify this enough and I made it look like I was sticking presets in the fedora-productimg-server '''package'''. This is not the case. I meant that we've been using the Bugzilla component as kind of a catch-all for Server-specific bugs. I called it an "abuse" because the Bugzilla component is technically supposed to be only for that bugs on that specific package, but it has been convenient to do so. People automatically gravitate to it appropriately.

A number of people (myself included) have added themselves to the watchlist for the fedora-release bugzilla component.

Additionally, it should be noted that the easiest way to get such changes into fedora-release would be to clone the git repository at https://pagure.io/fedora-release and send a pull-request including the new preset values.
