#1362 Clarify feature process as it relates to FPC

Prompted by https://fedorahosted.org/fpc/ticket/466 FPC would like to ask if it's possible to somehow consider FPC's role in the feature process.

In FPC ticket 466, we're being asked to amend the packaging guidelines as part of a feature, but the feature hasn't yet been accepted. The feature also doesn't include a draft of the guideline changes required. This seems rather inefficient; the person proposing a feature seems to me to be in a better position to provide at least an initial draft.

Is it possible to amend the feature process to require guideline drafts where appropriate, and to clarify the interplay between FPC and the various stages of the feature process? FPC shouldn't make guidelines changes for features which fesco might not even approve, though it can of course provisionally approve a draft.

I know there's a certain irony in asking for these changes without providing a draft of my own, but I really don't know what fesco thinks about the issue.


IIRC our past discussions, we wanted to avoid a strict serialization (get a FESCo approval first, then go to FPC, or the other way), to avoid a timing dependency and to minimize the minimum time necessary to go through the process.

We wanted to let Change owners discuss with both committees independently, and only consider the Change done (or, in some cases, even only start implementation) after both groups approve it.

OTOH, this hasn’t always been happening: ISTR various Changes approved by FESCo with a FPC approval never happening (or perhaps even not initiating the process), which is not at all a desired outcome of allowing both to go in parallel.

(This is not a proposal either but hopefully gives some background.)

    owner of the change have to provide a draft of the change. This
