Sadly but the current maintainer of RabbitMQ in Fedora, Hubert Plociniczak, stopped further working on it for a while already. Quoting his private email:

Since Hubert at least responded to your message, I assume you asked for admin access (or for Hubert to officially orphan it), and that didn't happen? If so, I think we could probably skip to step 5 of http://fedoraproject.org/wiki/Policy_for_nonresponsive_package_maintainers -- post a formal request to fedora-devel list, and if at least one FESCo member okays it and no one objects within three days, there we go.
