#1187 Packagers should be not be allowed to ignore RH bugzilla

Many Gnome packagers totally ignore RH Bugzilla. This leads to bugs, some of which may be blockers, do not get seen by the relevant people. This is utter crap.

We don't really have any magical powers to control what people pay attention to. The only mechanism we've really got here is to provide incentives to pay attention to it. Right now the only real incentive is that it's a smallish part of the non-responsive maintainer process.

If anybody has ideas for other incentives that could be used here, now's the time.

A lighter version of the non-responsive maintainer process: For packages that match $some_criteria_to_be_defined, allow any other sponsored packager to become a comaintainer (or even the primary maintainer, with the original maintainer being a comaintainer), without requiring the original maintainer to agree.

This would allow interested people, if there are any interested people, to help; it's not really an incentive for the existing maintainers to care more, unless they for some reason value having control over that package.
