I would be -1 to this as written just because I don't think an installer target for this is practical at this time and given the schedule.
I'd be +1 to it as a self-contained feature that consists of enabling the kernel bits and shipping the basic userspace, though.

For the feature as proposed - Weak +1: Neither anaconda/dracut owners, nor even the owner of the change, have discussed the system-wide integration on Fedora-devel (if only to say "we are aware of this"), so it seems fairly likely that it might not be ready in time - but adding the SSD cache is not very likely to break other parts of the OS or other planned changes, so "you're welcome to try".
I would rather see rework of the proposal with other teams. I vote same as notting:

I'm also in favor of +1 for a self-contained change. Please get the kernel and userspace in shape first and we can revisit the system-wide change in F21.
Ditto what others said above. +1 self contained, get it working and then go for the rest in f21 if ready.
