I'd welcome if FPC could take a look to make sure that the specific proposed patch to redhat-rpm-config is correct (to minimize the risk of having to do another mass rebuild).

So as not to take unnecessary credit, mitr is the one who added this to the mass rebuild tracker.
Usually FPC has the packaging-team or the redhat-rpm-config maintainer look at the changes to redhat-rpm-config.
I don't really feel too strongly about this, I guess I am a weak +1 as it does help some use cases.
I am +1 to this - frankly the versioning of doc dirs always irritated me

The intended redhat-rpm-config patch is attached -- I've checked Mageia and openSUSE and they define it this way too.
