I'm involved into the packaging of Silva CMS with other colleagues of Latam, this project has many dependencies of the zope stack and i think that are would be very useful have commit acls to this packages in the process, I'm also a packager sponsor. this requires me to request commit acl of each package that a sponsoree of mine owns, to solve possible problems

I've been working with Eduardo for some time; he reviewed a lot of packages, helping many new/ongoing packagers through the process.
Making him a proven packager will support him in continuing this. Everything, what has been said at https://fedorahosted.org/packager-sponsors/ticket/40 still applies.

Eduardo has been a reliable packager so far. Combined with the fact that the Zope ecosystem of packages is a very large dependency tree, I think there's ample precedent for making him a provenpackager.
