Historically, we did (or I believe we did ;-) the rebase of Rawhide bugs to the currently branched version (on Branch day). But after disappearing of Bugzappers team, seems it wasn't done (same we forgot F14, F15 EOL) as nobody owns this task anymore. Last announcement I've found was for F14 - http://lists.fedoraproject.org/pipermail/devel-announce/2010-July/000637.html
So the question is - do we want to continue with this process? Seems like it was inactive for 4 releases...

I don't have a background for this task, but seems legitimate. The rawhide bugs, not feature request/reviews (see bug selection criteria) etc. are from now F19 bugs too. These will also match F19 EOL closure (if not fixed by that day) - so these bugs will be cleaned up one day.
If we decide we want to follow these process again, I can update EOL script to do the rebase (with a warning on the list).

Just for the record - kernel team asked to exclude kernel from this process as bugs are triaged there differently to the user space packages bugs.
