after running fedora-packager-setup on fedorapeople, and having checked out a copy of sblim-sfcc from CVS, I tried cvs-importing a RPM:
[mdomsch@people1 devel]$ ../common/cvs-import.sh ~srini/sblim-sfcc-2.1.0-0.fc9.src.rpm -bash: ../common/cvs-import.sh: /bin/bash: bad interpreter: Permission denied
Odd, huh?
Preceeding it with 'bash' lets it work.

We've got the home dirs mounted noexec.
I'm going to close this for now. If anyone has a solution they'd like to propose please bring it to the list or to a meeting. I suspect with proper documentation anything related to cvs and package building through fedorapeople could be done.
