I believe the package should be there. It is present in CentOS, and presumably at least in RHEL 5 Client, since its source is present on FTP: ftp://ftp.redhat.com/pub/redhat/linux/enterprise/5Client/en/os/SRPMS/fribidi-0.10.7-5.1.src.rpm

Re closing RHEL doesnt support ppc clients. you need to ExcludeArch ppc on rhel. the only arches that have client are i386 and x86_64.
