= bug analysis = I found it's due to mirror fedora-mirror01.rbc.ru is not available via ftp (for example: curl ftp://fedora-mirror01.rbc.ru/pub/fedora/linux/releases/23/Everything/x86_64/os/repodata/repomd.xml freezes forever)

Thanks for the report. I tried to access the FTP URL which you mentioned and had no trouble connecting to that mirror using FTP. So it seems like this might have gotten fixed.
As we are anyway in the process of removing FTP URLs from our mirror database, I removed the FTP URLs for that mirror so that you should only get HTTP (and RSYNC) URLs for that mirror.
Let us know in case you see any more mirror troubles. It can take about to one hour until you see my changes reflected in the mirror list.
