I've had an update for Fedora 23 pushed after this one actually go into updates-testing, so I wonder if this one is somehow stuck. Would somebody please take a look and see what is going on with that update? Thank you.

This was caused by a database outage mid-push. I unlocked this update, so it should get pulled into the next one. Sorry for the inconvenience.
