The metalink files one gets for repositories typically points to the "Everything" collection of packages. But for the fedora-source repository for F24 (https://mirrors.fedoraproject.org/metalink?repo=fedora-source-24&&arch=x86_64) the listed repositories are instead the Workstation collection (e.g. http://ftp.acc.umu.se/mirror/fedora/linux/development/24/Workstation/source/tree/repodata/repomd.xml). That, of course, makes only a subset of all the source packages available.
That is a bug, right?
