Manually fix WikiEditing page for things that are no longer syntactically correct (like categories and things)

We'll want to tell everyone to also update their WikiName to username where they're listed in the actual pages (like the names of people in a sig)

manually fix PackageMaintainers page. no way in heck that's gonna come out right, with all those tables. i think i'll make a 'fedora Packaging' header image.

fix headers on all pages that have/should have headers. use Template:Header (almost done).

I think this is good now - feel free to reopen if otherwise.
