Another option might be to enable users to create ''private'' or ''admin only'' tickets (similar to sensitive tickets on fedora infrastructure trac) where read/write access is limited to a number of users specified in the ticket.
Removing tickets (aside from spam or legal reasons) is a very bad idea. It means there is no more record of what happened.
I'm adding the admins of that trac here for comment, but there could be a better place for the discussion (ambassadors list?)
If they want to use the sensitive tickets plugin, any of them can enable it and use it there and I am happy to help set it up.
Since there's actually nothing to do here for infrastructure, I am closing this.

If it comes to learn about who received which ressources, and further ressource-tracking, i do not know a solution to delete tickets without having trouble with transparency ... maybe gitne should discuss it at famsco level
I see no reason to remove the ticket. AFAIK we've never removed one.
