#5068 mangling Notes in fedora updates

It seems I often see garbage in the release notes from the previous release notes. From my explanation on irc:

This happened again with my latest nsd package updates.


never mind - a race caused it to automatically include the previous notes because that update hadnt made it to testing yet. the ---- just made it look very mangled
