OK, I think I found why. Mailman has "-join" suffixes to all list addresses to let people join the list. For example: devel-join@lists.fpo, packaging-join@lists.fpo, etc. I'm betting that Mailman is considering the fedora-join address to be a "-join" address for a "fedora" list that does not exist. I'll work on a fix.
OK I fixed it. The patch is waiting for upstream review but I have deployed it, because it's urgent.
