Hum, I am a bit confused here... if you don't want a git repo, trac instance or mailing list, what do you want us to setup? ;)
All that really leaves is a fas group I guess...
I am primarily interested in having a safe place where I can upload tarballs for the target-isns project. The target-isns project is currently hosted on GitHub because it is convenient for collaboration and source code. But it is not really good at making releases.
With GitHub, a release tarball is either automatically generated or uploaded by the maintainer. The problem with an "automatically generated" tarball is that its hash is not stable because the content of the archive may change (due to file ordering). The problem with an "uploaded" tarball on GitHub is that there is no easy way to put the hash file close to the tarball.
That's why I am really interested in having a place on Fedora Hosted to host target-isns release tarballs. For convenience, I will continue to use GitHub for development though.
Moreover, GitHub is nice but it is not free software whereas the Fedora Project is. I don't want to put all eggs in one basket and I would like a free software basket / infrastructure :-)
