#4666 update fedora-releases.txt with Taskotron instructions

I've found out that http://infrastructure.fedoraproject.org/infra/docs/fedora-releases.txt contains some old AutoQA instructions. Can you please replace that with these new Taskotron instructions? Thanks.

(I've also fixed your section numbering).
