Right now, (some) people maintain user profiles on the Wiki. The wiki is a horrible mess, and this kind of contributes. It would be better if we had a standard place for user profiles. The new badges site seems like a nice place to focus this, but we really don't need yet more scattered places for these things. So, the suggestion:
User profile field in the Fedora account system. Make it markdown (because markdown is awesome). Display this in the user profile page (eg https://badges.fedoraproject.org/user/mattdm), probably with an Edit button when looking at one's own account. (I suggest making a new box to the right of User Info, and pushing Badges Earned to below that. But that's just a suggestion.)
Then, some next steps:
I like the idea of adding a "bio" or "profile" text field to FAS and re-using it elsewhere (we actually already have the capability under the hood in the badges app to display a bio/profile.. we just don't have anywhere to pull one from that's reasonable.
I've filed this as a RFE on fas itself. https://github.com/fedora-infra/fas/issues/39
p.s., only somewhat related, Ricky Elrod wrote this which, while it doesn't solve the problems you raise, is totally sweet: https://github.com/CodeBlock/mw-FedoraBadges
That is sweet -- it's actually what I was looking for initially before taking a step back.
When does it go live? :)
No plans yet. We were about to push forward with it when Kevin pointed us at this ticket. We'll make some plans now. ;)
So, the mw plugin is now live:

Hopefully that will work for now, and we can work on adding some kind of better profile page in fas. ;)
