#347 Set localtime on all our servers to UTC

Setting localtime to the timezone in which a machine in Fedora Infrastructure resides doesn't make much sense for a variety of reasons:

  1. The machines aren't all in the same timezone so different machines will have different localtimes.
  2. Some programs log in UTC, others in localtime which makes logs less readable.
  3. Few of the admins reside in the same timezone as the servers so we end up having to change from the machine's localtime to our own.
  4. Many of our machines reside in a timezone which doesn't observe daylight savings. This makes calculations of offsets from the machine's localtime to your own vary depending on the time of year.

In light of this we are going to set localtime on all boxes to UTC.
