elections is incompatible with sqlalchemy 0.7. We're now pulling that onto the app servers so we have to tell elections not to load it.
Hotfixed requires.txt to do this. Not committed upstream yet as ianweller is working on an elections rewrite in flask. That should hopefully be done and deployed before the next time we would deploy the old code.
we have moved to new elections, so closing this.
