Anyone in the cvsl10n group should be able to do that for you by editing the owners.list file in the l10n git repository:

git clone ssh://git.fedorahosted.org/git/l10n/owners
cd owners

edit owners.list to add the new component

git commit -a
git push
}}}

A cron job will check out the new version of the file and update the components in bugzilla every hour.

Please do add it yourself. You should be in the right group to have commit.

And adding the entry requires adding in the language you are adding, and since we don't know Turkish, it would be best for you to do so. ;)
