#312 Update release should not close RHEL Bugs

I have committed the fix for RHEL-5 Bug 215816 for F-8.
It is AFAIK a common practice one does not clone all the RHEL Bugs for Fedora but the public RHEL Bugs are used as the trackers for the Fedora Bugs.
Despite the Bug has Product = Red Hat Enterprise Linux 5 the Fedora Updates system closed the Bugs as ERRATA.
It should do one of:

(1) Do not accept non-Fedora Bugs in the first place.
(and accept only Fedora Bugs matching the update
release version - 8 in this case).

(2) Do not close the non-Fedora Bugs.

Workaround is simple - do not state the Bug # there.

Technically I believe this belongs in https://fedorahosted.org/bodhi/ but I'll leave that up to lmacken.

Bodhi needs to accept RHEL bug ids, but should not touch them. Currently it is even touching a bug report (setting ON_QA), if I explicitly said, "don't close if this package goes stable" once the package goes to Fedora testing. Can we get rid of this immediately?
