Some packagedb json methods return collection id information but we really want the collection name information (so that we can reference them non-symbolically). This hotfix adds collectn_map to users, acls, and letter_paginator.

Deployed in stg and production. The changes will be in the next pkgdb release (current pkgdb release 0.5.4).
