Reason for outage:

Several of the build related system instances are going to be moved
to new hardware. This includes db03 (the koji database),
nfs01 (frontend nfs for rel-eng and koji), and pkgs01
(fedora packagers git repositories). Additionally, db03 is going
to be upgraded to a RHEL6 instance.
