I reorganized https://fedorahosted.org/releases/e/l/elfutils/ with subdirectories and made symlinks like elfutils-0.147.tar.bz2 -> 0.147/elfutils-0.147.tar.bz2 to support the old file URLs (which were used before in .spec files and public postings, etc.)
Attempts to fetch a file like https://fedorahosted.org/releases/e/l/elfutils/elfutils-0.147.tar.bz2 get 403 Forbidden instead of following that (harmless, relative) symlink.
