#2277 Figure out how to upgrade transifex on a regular schedule

We want to avoid having transifex get so far out of sync with upstream that it is hard to update. We also have a problem with upgrading transifex at a time that conflicts with the Fedora L10N team preparing for a release (or catching up on translations post-release). Having a regular update schedule for Transifex would help with this.

Sometimes updating transifex will bring changes that require changes to the Fedora L10N teams workflow, however. So we need to coordinate with Fedora L10N to be sure that transifex updates are desirable in the scheduled time frame.

I'd think the packager would be the best person for this as they'd probably know both transifex and the fedora translations community.

Having said that.... looks like transifex is orphaned in EPEL.
