Trac sends notification emails about Fedora Hosted ticket changes to the people listed in the Cc field, but apparently this only works for email addresses:

It should recognize FAS usernames too, because that's what users are most likely to try given that they are used to log in. I put my FAS username in the Cc fields of some tickets and wondered why I never got any email.
Actually, Trac has been sending email to mattmccutchen@fedoraproject.org, but I do not have such an alias, IIUC because I am not sponsored in any groups. I am not interested in pursing sponsorship right now. Is it a reasonable request that Trac should nevertheless be able to notify me via my FAS username, so I don't have to enter my email address in the Cc field on every ticket? Trac could look up the backend email addresses of FAS users who do not have email aliases, but it seems that it might be easier to just give email aliases to all FAS users, unless there's a good reason that hasn't been done.
It should already be working this way if I understand your query right.
You should be able to put any fas account in a Cc: in trac and it will mail that account@fedoraproject.org.
Is that what you are looking for? If so, it's already done.
