#2057 Fedora Insight FWN pubtype article weighting does not work

A weighting was added to the FWN pubtype within pagemaster at our last spring, and I have been testing this since then, and found that it does not work as expected. What we wanted this for was to be able to explicitly say what order each beat would follow in a given Fedora Weekly News issue, in the order in which we usually arrange the beats, so that when it came time to editing, the editor could have them published in a specific order regardless of when the beat writer submitted them. Lower values are meant to be higher in the page. This does not work, from my testing.

Perhaps I don't understand how this is supposed to work, but it is not working as expected yet. Look at FWN 220: http://publictest6.fedoraproject.org/zikula/index.php?module=pagemaster&tid=4&filter=issue:eq:220

For each individual article in FWN pubtype for this issue, I have applied lower numbers for the beats that should appear in consecutive order. Welcome=1, Announcements=2, etc. This should place each beat in a specific order within the issue, but it doesn't. If you look at the FWN 220 link above, the beats are all jumbled in no order that I specified. Help? Thanks!
