s390utils were not branched for F-13, but they should. IIRC there was the same problem when F-12 was branched and it can be related to the fact that this package was reintroduced into the package collection.
This needs to be filed with cvs admins not infrastructure. Its likely due to the fact that releng is doing the wrong thing and blocking secondary arch packages in primary koji which means they dont get branched.
