Make tag-request ticket short summary copy pastable for the koji command. With this patch a short summary will look like: Tag request dist-f13-override gstreamer-0.10.26.3-1.fc13 instead of Tag request gstreamer-0.10.26.3-1.fc13 for dist-f13-updates-candidate

I note that fedpkg does not yet implement 'tag-request', so this would be a good time to shape how it looks. ;)
