No, I apologize for the error above, we just need an empty git repo.

No worries. The empty repository is setup and luci-commits list has been created. Before anyone can clone the new repository, you should push to it from a local repository via:
git push ssh://git.fedorahosted.org/git/luci.git master
We don't currently have a method for multiple project owners, so I made Ryan the owner. You'll need to apply to the gitluci group in the Fedora Account System before you can commit to the repository. You can do that at:
https://admin.fedoraproject.org/accounts/group/view/gitluci
The commit list password was sent to Ryan's account.
