#1324 Transifex ADMINS should receive emails when an unhandled exception is raised

Django has a feature that, when DEBUG=False, the system sends emails for the settings.ADMINS about any internal error that happens over the application.

We have noticed that those emails are not being sent from our instance on app1. BTW on pt14 it seems to work properly.

PS: It's NOT a Transifex specific thing. It's a Django feature.

This is done now as we saw yesterday, right? :-) Feel free to reopen if I'm wrong.
