When account passwords expire it does make sense that fedorapeople write access is lost, but it also shuts down read access via http, I host many of my packages that are under review there, when it went down from password expiration all the links went bad.
They don't get lost, they exist in /home/fedora.bak/ You can restore them from there.
When account's expire we do not leave them up for legal, liability and security reasons.
