Problem:
The badges about FAS birthday are given to inactive members.
Example: https://badges.fedoraproject.org/badge/adult-frog are given to mrtom recently, an old French member but inactive (and his FAS account is tagged as inactive) for several years.

The ticket to create these badges are not very clear about the goal of the badge: celebrate a birthday or celebrate the loyalty to the project?
