Technologically we can't do it yet and furthermore it might be a bad idea. But if we could encourage people to submit data to us with smolt's successor, that sounds good to me.
Graphically, the image could be a line-graph (like a stock price chart) that at some point is in the shape of the outline of a panda's head.
I don't see any problem with the idea, it seems like a great badge - even if you're a super-paranoid person who still wants to GET ALL TEH BADGES, you can just opt-in then opt-out again right away, or opt-in on a disposable system, but most people won't go to that extreme. So I guess I don't really see a problem. (note: not checking has_description because the 'description' here is really a pseudo-criterion, not appropriate for the yaml 'description:' field).
